AGPL-3.0-or-later with a vendor 'Dual Licensing Notice' prepended to the LICENSE file stating AGPL is available only for personal/learning/academic use and that any business or internal company use requires a paid Fincept Commercial License.
Treat as NO without a paid arrangement: the LICENSE says commercial or internal-company use, SaaS/hosting, white-label and resale all require a commercial licence (and AGPL's network clause applies anyway); the README instead says no separate commercial licence is sold any more and points firms to the closed-source Enterprise edition. Trademark use in forks/rebrands needs written permission.
Active but downgraded: README says the open repo now ships 'one release a month' because daily work is on Enterprise. Three vendor sources contradict each other on commercial licensing (LICENSE: paid commercial licence required, pricing 'not currently published'; README: no separate commercial licence sold; pricing page: 'AGPL-3.0 + paid commercial'). README top banner shows the same $15/$30/$45 per user/month, but another README table says '$10 / $20 / $40 per user/month — launch pricing' and 'Universities: 5 Exclusive Pro seats for $699/month' — the vendor's own numbers disagree.
