Restricted: the AGPL network clause means a hosted/modified Cap must offer its source to users, and the vendor's own terms say the Cap Desktop binaries they distribute are free for personal use only and need a commercial licence for any revenue-generating use (that licence 'does not apply to versions of the app you build yourself' from source).
